Try to click on the cloud then OK install.
As it looks they are not installed ?

Please try new update of TextRegionUtilities.

VB.NET plugin is just for development reference purposes AFAIK, you can simply remove it.

Fixed, plugin recompiled. The plugin version was tied to a fixed value "1.0.0.1" that was causing issues on update logic.
